The prohibition decision in Hutchison/O2 is the first one to be adopted by the European Commission since Commissioner Verstager took up office in 2014. In the meantime, Hutchison also has another filing pending in phase II with the European Commission relating to its proposed JV with VimpelCom in Italy.
